Ukraine PM Resigns Amid Major Cabinet Reshuffle
Ukraine’s Prime Minister Denys Shmyhal announced his resignation on Tuesday, July 15, 2025, marking the first official step in what is expected to be a major reshuffle of President Volodymyr Zelenskyy’s administration. Shmyhal shared his resignation letter on Telegram, stating, “I am tendering my resignation from the post of the Prime Minister of Ukraine.”
This move follows President Zelenskyy’s offer of the prime ministerial role to 39-year-old Yuliia Svyrydenko, the current Deputy Prime Minister and Ukraine’s first female Economy Minister. Svyrydenko has been instrumental in securing a U.S.–Ukraine minerals deal and regularly represents Ukraine in key negotiations with Western allies, especially around defense, economic recovery, and reconstruction.
It remains unclear how swiftly the shake-up will proceed, as the Ukrainian Parliament needs to vote on Zelenskyy’s proposed appointments — all amid the ongoing war with Russia, which began on February 24, 2022.
The changes come at a time of growing military pressure from Russia’s larger forces and intensified missile and drone attacks on Ukrainian cities. Meanwhile, U.S. President Donald Trump has promised increased arms supplies for Ukraine, funded by European allies. Still, Ukrainian leaders remain eager to solidify American backing, fearing a potential reduction in support under the current Republican leadership.
Zelenskyy recently suggested that Shmyhal might be well-suited for the role of Defense Minister — a shift that could free up the current defense chief, Rustem Umerov, to become Ukraine’s next ambassador to the U.S., according to political analysts.
Zelenskyy has previously indicated plans to replace the current ambassador to Washington, Oksana Markarova.
Appointed as Defense Minister in September 2023 after corruption scandals rocked the ministry, Umerov, 43, has pursued reforms, although critics argue that the Defense Ministry still struggles with inefficiency and mismanagement.
