On April 30, 2025, the Modi government made a landmark decision to include caste enumeration in the upcoming Census, marking a significant step toward inclusive governance and equitable development. Approved by the Cabinet Committee on Political Affairs under Prime Minister Narendra Modi, this move addresses a long-standing gap in India’s demographic data, aiming to better inform policy and resource allocation for marginalized communities.
Historically, caste has been excluded from national Census data, with Congress governments resisting its inclusion, citing concerns about social harmony. Though a Socio-Economic and Caste Census (SECC) was conducted in 2011 under the UPA, it was criticised for methodological issues and lack of transparency, limiting its usefulness.
The Modi government’s decision ensures a standardised, transparent, and Constitutionally mandated approach under Article 246. Unlike fragmented state surveys, a national caste census will provide accurate data to drive welfare schemes, address systemic disparities, and foster economic empowerment.
By institutionalising caste data collection, the government aims to rectify historical inequities while preserving social unity. This initiative echoes the spirit of the 10% EWS reservation introduced in 2019—prioritising inclusion without disrupting existing frameworks.
