UGC Asserts Authority: Prior Approval Mandatory for Foreign Higher Ed in India

The University Grants Commission (UGC) has said that no foreign higher educational institution may offer any program in India without first obtaining UGC clearance.

According to a social media post by UGC Chairman Mamidala Jagadesh Kumar, higher educational institutions will not offer programs under any franchise arrangement under the University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023.

According to him, such programs will not be recognized by the Commission. The Commission has also encouraged students to proceed with care before enrolling in such schools. The UGC stated that higher education institutions that breach the regulations will face penalties.

According to a notification issued by the UGC, numerous higher educational institutions and colleges have engaged into collaborative partnerships or arrangements with foreign-based educational institutions or providers that are not recognized by the Commission.

The Commission stated that any such partnership or agreement is not recognized, and the degrees awarded as a result of such an arrangement are likewise not recognized by the Commission.
