On Wednesday morning in northwest Delhi’s Shahbad Dairy neighbourhood, an assistant sanitary inspector, 49, allegedly suffered harassment at the hands of AAP MLA Jai Bhagwan Upkar, according to police, who also added that a case has been filed. There was no immediate response from Upkar, a Bawana MLA.
According to a senior police official, a case has been filed at the Shahbad Dairy police station under sections 186 (obstructing public servant in the discharge of public functions), 353 (assault or criminal force to deter public servant from performing his duty), 341 (punishment for wrongful restraint), and 323 (punishment for voluntarily causing harm).
Mukesh Kumar, an MCD assistant sanitary inspector in charge of Ward 28 in the Narela Zone and the person who made the complaint, was in charge of the ward’s sanitation staff.
In his complaint, Kumar said that the MLA assaulted him on Wednesday around 10 am as he and sanitary inspector Nanhe Ram were overseeing the cleaning work carried out by the personnel in the Shahbad Dairy area in front of JE shop.
According to the report, Upkar arrived with some of his employees and confronted Kumar, complaining angrily that they do not clean his area but continue to receive pay for doing so.
According to the complaint, Kumar reacted by indicating that they regularly clean the area, to which Upkar retaliated by abusing Kumar.
According to the complaint, the MCD employee warned the AAP representative that he was impeding government operations and threatened to have his area cleaned again if it wasn’t up to standard.
Hearing this, the MLA became enraged and took Kumar by the collar towards the main market, where he grabbed him by the neck and began hitting him, according to the report. The allegation further stated that the MLA began acting inappropriately with him when Nanhe Ram interfered.
