China Criticizes U.S. Exit from UNESCO, Urges Global Support for Multilateralism

China expressed regret on Wednesday (July 23, 2025) over the United States' decision to withdraw from UNESCO, the United Nations’ cultural and educational agency. Foreign Ministry spokesperson Guo Jiakun stated that such a move was not in line with the responsibilities of a major global power, adding that China has consistently supported UNESCO’s efforts. The U.S. announced its decision to exit UNESCO on Tuesday (July 22), citing claims that the organization was biased against Israel and promoted divisive agendas. The withdrawal, which will come into effect in December 2026, marks the latest in a series of steps by U.S. President Donald Trump to distance the country from international institutions. Trump had previously pulled the U.S. out of UNESCO in 2017 during his first term, with President Joe Biden later restoring membership. This upcoming withdrawal would be the third time the U.S. has exited the agency.

Since returning to office, Trump has signaled intentions to exit multiple multilateral organizations, including the World Health Organization and the Paris climate accord, while also imposing aggressive trade tariffs on both allies and adversaries. Meanwhile, China has continued to position itself as a reliable global actor, emphasizing its commitment to international institutions like the United Nations. “The U.S. has a history of leaving UNESCO and failing to pay its dues,” Guo said. He urged nations to uphold multilateralism and support the UN-centered global order.
