West Bengal CM to announce two new districts in state

West Bengal: West Bengal Chief Minister Mamata Banerjee is expected to officially announce Sundarbans and Basirhat as two new districts of the state during an administrative meeting scheduled on November 29, a senior official said on Monday. The two districts are set to be carved out of South and North 24 Parganas districts, he said.

“All the necessary work to create the two new districts has been completed. The CM is likely to announce the names tomorrow in Hingalganj during the administrative meeting,” the official told PTI.

The Chief Minister will begin her three-day tour of the mangrove area of Sundarbans from Monday.

The district of Sundarbans is likely to have around 13 blocks of South 24 Parganas while Basirhat may have six of North 24 Parganas, he said.

Sundarbans, a UNESCO World Heritage site, currently is spread over North and South 24 Parganas districts, while Basirhat is a sub-division of North 24 Parganas.

West Bengal currently has 23 districts.

The state had to bear a cost of at least ₹ 200 crore to create each district, the official said.

Ms Banerjee will perform ‘Pratiki Puja’ (nature worship) at Hingalganj to protect inhabitants from elephant attacks, the official said.

“I will perform ‘Prakriti Puja’ in Hingalganj. Of late, elephant attacks have increased as jumbos are straying out of forests in search of food,” she had on November 25 said in the assembly.

She had also expressed concern over Sundarbans facing natural calamities such as cyclones and floods every year and said her government has submitted a master plan for the development of the area to the NITI Aayog.

“We have submitted the master plan for Sundarbans to the NITI Aayog. Every year, there are cyclones and floods. If there is a master plan, the problem will be solved. I will ask the forest minister to look into the matter more seriously,” she added.

On Wednesday, Ms Banerjee is scheduled to visit Sajnekahli in South 24 Parganas.

Pakistan authorities on Sunday arrested a Senator of Imran Khan-led Pakistan Tehreek-i-Insaf (PTI) party for allegedly using abusive and threatening language against senior military officials. Azam Swati was taken into custody by the Federal Investigation Agency (FIA) for the second time in less than two months for tweets against army leaders. He was previously arrested by the FIA in October.

A first information (FIR) report was registered under Prevention of Electronic Crime Act 2016 (Peca) by the FIA on the complaint of the state through Islamabad Cyber Crime Reporting Centre (CCRC) Technical Assistant Aneesur Rehman. The FIR stated that Swati and three other Twitter accounts — @Wolf1Ak, @HaqeeqatTV_20 and @Azaadi99 — “with malafide intentions and ulterior motives, started [a] highly obnoxious campaign of intimidating tweets […] against state institutions” and senior government functionaries, including outgoing army chief General Qamar Javed Bajwa.

Swati on November 26 tweeted that he would go after a senior military official at every forum, the FIR stated. On November 19, @Azaadi99 shared a tweet which held generals responsible for the country’s destruction to which Swati replied with “thank you”. Further, @Wolf1Ak on November 24 stated that “tabdeeli” had to begin by clearing the filth of the “corrupt generals” from the institution, to which Swati again replied with “thank you”.

The complaint said on Nov 24, @HaqeeqatTV_20 tweeted about outgoing General Qamar Javed Bajwa and the senator responded to it “with strong language”. The FIR said such “intimidating tweets of blaming and naming” were a “mischievous act of subversion to create a rift between personnel of armed forces to harm the state of Pakistan”.

The FIR said through the offensive tweets as well as the comments on instigating tweets, the accused attempted to seduce army personnel from their allegiance from their duties as subordinates, adding that this was a “calculated and repeated attempt” by Swati. The FIR noted that a similar complaint had been filed against the senator in the past, adding that Swati attempted to “provoke” the general public and personnel of armed forces by trying to create “a feeling of ill-will among the pillars of the state”.

Swati “violated the privacy and intimated by using false information” which was likely to incite any officer, soldier, sailor or airman to mutiny or otherwise disregard or fail in his duty, the FIR said, adding that the remarks were also likely to cause “fear or alarm” in the public. Swati was earlier arrested in October after a critical tweet against Bajwa and released after a week on bail but he accused that during detention he was stripped and tortured on the behest of ISI senior officer Maj Gen Faisal Naseer.

He urged Bajwa and the Supreme Court for action against his abuser. However, days after release, his wife received a video sent from unknown contact that had filmed Swati and his wife in a compromising situation. He had cried like a child at a press conference while sharing the details. But his anger has not subsided and used abusive words against General Bajwa and Nasser by naming them in the latest tweets for which he has been arrested.

This year, eight colleges affiliated with Gujarat Technological University (GTU) were not allowed to admit any student for the academic year 2022-23. The eight colleges across the state were prevented from admitting any students after the colleges failed to fill up vacancies for full-time principals, and teachers and set up adequate infrastructure to meet the criteria set by the varsity’s academic audit. Every year, the GTU conducts an audit of the colleges affiliated with the varsity.

The colleges against whom action was taken include Samarth College of Engineering and Technology, Himmatnagar, Tatva Institute of Technological Studies, Modasa, Nobel Star Engineering College, Knowledge Institute of Technology and Engineering, Vedvyas Polytechnic, Dadhichi Diploma Polytechnic College, NR Vekaria Institute of Technology and Param Institute of Management and Research.

Two of the eight colleges could not fulfill the mandatory criteria despite assurances to the varsity while three failed to give the GTU any assurance. Three others failed to get the All India Council for Technological Education (AICTE) Extension of the Approval letter.

A GTU official said the colleges are now in the no-admission zone after they failed to meet the academic criteria set by the varsity. An official said that last year one of the engineering colleges on the list admitted students for the first year without getting AICTE approval. “The admissions were given in 50% seats meant for Self Finance Institutes (SFIs) while the rest were to be filled through the Admission Committee for Professional Courses (ACPC). No admissions were given under the latter category as they did not have any permission,” said officials.

The official said this year however the college did not admit any students in the SFI seats too. “We however had to transfer the students to other colleges so that they would not continue to study in a college that lacked permission,” said the official.

Registrar KN Kher confirmed the development and said the varsity gave the colleges adequate time. GTU issued notices to these colleges on August 30 to fill up vacant seats or face action.

The varsity had asked 435 affiliated institutes to submit various details to verify their academic preparedness ahead of the new academic year. Of this, 38 had inadequate teachers while a few lacked a principal. In all 4,775 seats in different courses were hacked and colleges were warned that they would be put in the No Admission Zone if vacancies were not filled.

An FIR has been registered against three private drone flyers during Prime Minister Narendra Modi’s rally in Ahmedabad held in Bavla district on Thursday. The drone was taken down after it was spotted by local police and a case was registered by Ahmedabad Rural Police.

This information also came to the notice of the National Security Guard (NSG). According to the police, a case was registered for flying a drone as a notification that was sent out prohibiting any aerial device in the area. As per Ahmedabad Rural SP, the drone was brought down by the local police, it was not shot down.

The Ahmedabad Police said that the FIR has been lodged because the drone’s presence violated the notification.

“Today at Bava district Ahmedabad during the public meeting regarding the election of the Prime Minister, three persons were doing video recording by drone camera from the main road near Sabha place. The entire area of two kilometers near Sabha was notified as a “No drone flying zone” by Additional District Magistrate Ahmedabad,” the FIR read.

“On apprehending the operators of the drone and asking them to take down the drone, the three persons complied and took down the drone. No prohibited item has been found with the accused and they were outside the perimeter wall of the Sabha when they were operating the drone,” it read.

They also said that the persons were not associated with any political party or organization. The police said that a detailed probe was underway and that the electronic devices had been seized.

Two police officials were injured in the Dutch port city of Rotterdam. By late evening Sunday, an uneasy calm had returned to most of the cities involved.

Dozens of rioters overturned and torched cars, set electric scooters on fire and pelted cars with bricks. Police moved in after one person suffered facial injuries, said Brussels police spokeswoman Ilse Van de Keere.

Brussels mayor Philippe Close urged people to stay away from the city center and said authorities were doing their utmost to keep order in the streets. Even subway and tram traffic had to be interrupted on police orders.

“Those are not fans, they are rioters. Moroccan fans are there to celebrate,” Close said. There were also disturbances in the city of Antwerp and Liege.

“Sad to see how a few individuals abuse a situation to run amok,” said Interior Minister Annelies Verlinden.

Police in the neighboring Netherlands said violence erupted in the port city of Rotterdam, with riot officers attempting to break up a group of 500 soccer supporters who pelted police with fireworks and glass. Media reported unrest in the capital Amsterdam and The Hague.

Morocco’s victory was a major upset at the World Cup and was enthusiastically celebrated by fans with Moroccan immigrant roots in many Belgian and Dutch cities.

Tens of thousands marched with Mexican President Andres Manuel Lopez Obrador on Sunday in a massive demonstration through the center of the country’s capital to show their support for the head of state before a 2024 general election.

“Mexico is no longer run by oligarchy, now there is a democratic system whose priority is the poor,” the president told people crowding the vast Zocalo square at the city’s center.

Lopez Obrador, whose administration has made double-digit minimum wages hikes for the past four years, proposed that the 2023 increase could land around 20%, and forecast the country’s economic growth would beat expectations.

Supporters, many of whom traveled to the capital by bus, shook hands and took selfies with the 69-year-old head of state as he crossed the square, many waving flags for the ruling National Regeneration Movement (MORENA) party.

“The president is from a humble background. He’s done a lot of social programs,” said Teresa Magana, who pooled money with a group of 40 to travel 12 hours from Tabasco, the president’s home state. “We want him to continue.”

The speech followed a five-hour march through the capital’s Reforma Avenue and performances by mariachi musicians in the main square. The president’s approval ratings are around 60%.

Electoral reform

Mexican presidents are limited to a single six-year term. Foreign Minister Marcelo Ebrard and Mexico City Mayor Claudia Sheinbaum, who were at the march, are likely party candidates to run for the next election, scheduled for the summer of 2024.

The march comes a fortnight after critics of the president’s plan to reform the country’s electoral system came to the streets in tens of thousands, the largest demonstration against his policies so far.

Earlier this month, Congress started discussing the plan. Lopez Obrador, known by his initials as AMLO, says his proposal would improve democracy, limit economic influence in politics and cut advertising time, but his opponents fear the change could presage a power grab.

The plan would reduce the budget of the country’s INE electoral commission and change the way councillors are elected.

Some people protested on Sunday with coffin-shaped signs marked INE.

“AMLO criticizes the salaries of INE councillors,” wrote columnist Sergio Negrete on Twitter. “With the cost of his ego-boosting march, he could pay the salaries of 11 INE councillors for 43 years and three months.”

Rajasthan: The bilateral training exercise “Austra Hind 22” between contingents of the Indian Army and the Australian Army is scheduled to take place at Mahajan Field Firing Ranges, Rajasthan from tomorrow. Starting on November 28, the joint exercise will continue till December 11.

According to the Ministry of Defence, this is the first exercise in the series of Austra Hind with the participation of all arms and services contingent from both armies. The Australian Army contingent comprising soldiers from the 13th Brigade of the 2nd Division has arrived at the exercise location.

The Indian Army is represented by troops from the DOGRA Regiment. Exercise “Austra Hind” will be a yearly event that will be conducted alternately in India and Australia.

The aim of the exercise is to build positive military relations, imbibe each other’s best practices and promote the ability to operate together while undertaking multi-domain operations in Semi deserts terrain under a UN peace enforcement mandate, said the Defence Ministry statement.

This joint exercise will enable the two armies to share best practices in tactics, techniques and procedures for conducting tactical operations at Company and Platoon level for neutralising hostile threats. Training on new generation equipment and specialist weapons including snipers, surveillance and communication equipment to achieve a high degree of situational awareness apart from casualty management, casualty evacuation and planning logistics at the Battalion/Company level are also planned, the statement added.

During the exercise, the Ministry of Defence said participants will engage in a variety of tasks ranging from joint planning, joint tactical drills, sharing basics of special arms skills and raiding a hostile target. The joint exercise, besides promoting understanding and interoperability between the two armies, will further help in strengthening ties between India and Australia.
