In response, protests erupted across Delhi. Animal rights activists, caregivers, and citizens including dog lovers demonstrated at India Gate. Many were detained, reflecting strong opposition. PETA criticized the move as “illogical,” highlighting concerns about logistics and ethics.

Legal debate intensified on August 14, when the case moved to a three-judge bench for broader review. CJI BR Gavai noted conflicting orders and reframed the issue under a larger bench. Solicitor General Tushar Mehta defended the order, citing alarming figures: nearly 3.7 million dog bites in India and hundreds of rabies deaths annually. He warned that sterilization alone doesn’t prevent attacks and that waiting endangers people, especially children.

Opponents counter that Delhi lacks enough shelters, calling the move “practical and humane nightmare.” Former Minister Maneka Gandhi cautioned it could spark ecological imbalances akin to Paris in the 1880s when dog culls escalated rat-borne disease. They insist sterilization and vaccination, not removal, are proven humane solutions.

A Local Circles survey revealed public opinion is divided: 71% support the court’s decision, while 24% oppose it. At the heart of the issue is a clash between human safety and animal welfare. The Court criticized civic bodies for “inaction” on stray dog management regulations. Shelter advocates demand infrastructure before mass relocation; proponents warn waiting risks public health.

As hearings continue, the Supreme Court’s final ruling will determine whether Delhi pursues aggressive sheltering, strengthens sterilization drives, or finds a middle path balancing public safety with humane treatment of animals.
